The Heavener city council approved placing a change to the city charter on the municipal election for April 7 in a special meeting on Monday.
By a 3-2 vote, the council approved allowing the voters to decide whether the city council will have more control over hiring and firing of employees.
Mayor Troy Dyer along with council members Gail Nichols and Joey Clubb voted in favor of holding the election. Council members Kathy Guinn and Melinda Ballantine opposed the measure.
The council decided to wait until the municipal election to avoid having to pay for having a special election.
